-fixed a bug where the highlands would not all be owned by the highlanders
-gave the nobility estate back to scotland

-fixed localisation issue with the loch ness monster/whisky event
-moved all of scotland's development to the lowlands and marches
-increased highlander estate owned provinces' minimum autonomy to 100
-reduced influence increase by most highlander estate actions
