Macabre Waltz will no longer falsely appear to be a free action with cbac.
Added configs so Mr. Nice's weapon fixes will apply the aoe ammo fix to many abilities.
several abilites will now use WeaponTypicalCost.
fixed Bullet Roulette trying to pick ammo from an empty array.

Skills with HP costs now have Red backgrounds.

Rewrote the way Grimy's Fury's Psi attacks are implemented; you can now use them alongside the regular non-strafy versions.

Added 25 new perks.

fix for bullet arts not doing damage before you have blasting bullets

adjusted bullet art targeting method. bullets will no longer do cartwheels.
reload no longer appears to be free with cost based ability colours.
