-Bonus Ability: +6 Appeal and +50% Tourism in all cities with established Governors.

-Bonus Ability: Enemy spies level reduced by 2 in your lands. Mines over strategic resources provide +2 Gold. +1 Amenity from Encampments and -4 Amenities when not at war.

Communism:
-Card Slots: Changed to 2 Military and 4 Economic
-Bonus Ability: Industrial Zone adjacency bonus provides Science as well. +2 Production and Food from domestic trade routes. Spy operations take 20% less time.

Democracy:
-Card Slots: Spy level is increased by 2 for offensive operations. +3 Gold from international trade routes. Markets, Banks, Stock Exchanges produce +1 Amenity each.
