Jet Shot will now block only abilities that can be activated by the player. That cuts out a good chunk of potentially gamebreaking problems.

Allowed SquadSight while Jet Shot is active. Zeroed out the chance of randomly generated soldiers getting Jet Pack cosmetics, courtesy of Mr.Nice.
