Major rebalance:
After multiple test-runs (thank the devs for console commands and ticks_per_turn) I have totally reworked the numbers. Growth and migration traits were weighted to counterbalance (not very effectively) the role of underrepresentation. I think part of the problem people were having in vanilla were when migration, growth, and underrepresentation weights were synergising (rather than counterbalancing). I have lowered same species and exact speices weights, raised the underrepresentation (to a tiny fraction), raised the habitability threshold, and massively reduced growth and migration weights.

Numbers are the following:
- same species weight to 1.0
- exact same species weight to 0.8
- underrepresentation weight (SPECIES_DIV) to 0.1
- habitability threshold to 0.8 (80%)
- growth trait weighting to 0.165
- migration trait weight to 0.25

- Raised exact species weight to 1.5 (to see if this helps with frequent re-emergence of defunct subspecies)
- Lowered migration trait to 0.66

- Lowered migration-trait weight from 1.0 to 0.75
- Raised exact species weight to 0.8

- Randomness weight: 1 to 0
- Same species weight: 1 to 2
- Exact species weight: 0.5 to 0.7
- Underrepresentation weight (species_div): 0.5 to 0 (which suggests that even in base its not as heavily weighted as it appears)
- Habitability weight: 0.6 to 0.75
