FURTHER BALANCE CHANGES

Brothel Buildings (planet) no longer provide jobs per pop, instead provide 3 pleasure worker jobs.
Illicit Brothel Buildings now provide more crime.
Brothel Buildings (branch office) now provide a job per 100 pops instead of 50, and provide 2 jobs instead of one.

UNDOCUMENTED CHANGES FROM PREVIOUS VERSIONS
Pleasure Workers reduce production of jobs by 0.5% (might nerf this nerf a bit later).

THE GREAT BALANCING 2: ELECTRIC BOOGALOO
Changes:
- Nerfed pleasure worker job somewhat, now reduces planet job production by a measely percent (0.5%, might change it) that will for the most part be counteracted by stability
- Reduced pleasure worker upkeep to be only consumer goods
- Reduced pleasure worker growth speed production to 1.25%

Due to popular demand, civic no longer requires Fanatic Xenophile to function, instead now requires some degree of xenophilia (done in a quick crude way so no "is some degree of xenophile" instead it is a simple OR statement)

THE ILLICIT BUFFING
Changes
- Introducing basic integration with Criminal Syndicates, by adding a special version of the Brothel House, which grants 1 pleasure worker, and 25 crime
- Brothel Houses now give 1 Pleasure Worker per 50 pops (per 20 crime for Criminal Syndicate branch office buildings)
- Slightly buffed Pleasure Worker trade value and amenity production
- Increased planetary Brothel House cap from 3 to 4
- Removed branch office Brothel House cap
- Criminal Syndicate branch office Brothel Houses have a cap of 2

Fixed a big issue revolving the Xeno-Compatibility perk, the same fix also changed how the cross-breeding with this civic works. (vis. description)
