Potential fix for weird issue where the Fort Joy Trap kit is considered stealing while classed as "public domain", and should thus be freely takeable. - Fix failed, pending investigation.

Bringing all Eternal mods in line. Removed an extra trap kit in fort joy, there is now one available per act, with an additional one located on board the tutorial ship.
