Cities were still hitting the level 10 and 15 milestones a bit early

- Eureka Bonus reduced from (22%) to (10%).

- Era-Behind Percent Change Reduced from (-60%) to (-40%)
- Era-Ahead Percent Change Reduced from (120%) to (80%)

- Tech baseline cost modifiers slightly increased from (1.0x - 2.8x) to (1.0x - 3.0x)

When a tech belonging to an era ahead of the current world era is boosted, the default behavior of the game is to apply the boost percentage to the cost of the tech INCLUDING the Early-Penalty. This means the tech is essentially "boosted again" when you advance the world era to that tech and remove the Early-Penalty.

In vanilla, the 40% boost is increased to 48% after advancing the world era.
Previously, ZPTE was increasing the 30% boost to a 66% boost after advancing.
Now, ZPTE will increase the 22% boost to a 48% boost after advancing.

I'd prefer to be able to just reduce the "2nd boost" only, but there is no way to move one side without moving the other. Making sure the "2nd boost" doesn't exceed what is provided in Vanilla is the best compromise in my opinion.

The overall result - it will be even harder to get ahead of the curve, but not by a significant factor. The general pace should be more or less the same.

- The extra time spent in each era was allowing cities to grow too quickly and hit milestones too early - City Growth rates decreased (Food-Needed-Exponent from 1.5 to 2.1)

-Confirmed the Tech/Civic modifiers for being ahead/behind of the World Era are not working right now. Firaxis broke them in the GS Ruleset and there appears to be no way to reactivate them. The code is still in the mod though and not causing any negative impacts, so if they fix it we should see the modifiers again instantly.

-Removed World Congress start era modification, as a lot of people seemed to dislike it.
