BUGFIXES:
- Gave communist favors done proper localisation for african nations
- Fixed a impossible requirement for the latinamerica communist tree

CHANGES:
- Increased the amount of times Carribean nations will go for economic focuses rather than army focuses (so they can reach their politic tree sooner)
- Increased a little that neutral southamericans go fascist/communist (1/20 -> ~1/10)
