-Added AlwaysActive to the ModSettings. This will bypass the check for Unit Movement, and apply the rules in all cases regardless.

-Adds support for ModSettings via Tactical Extension.
-Changed Ingame Name for easier Finding. Now "Zugaikotsu's ..."
-Cleaned up code some.
-Changed so it no longer affects Save Games, allowing easier loading into a previously saved game.
