Got rid of the question mark in the empire modifier tab by deleting a file that wasn't being used.

I'll probably do this for a few other traits tomorrow, but for now I've changed rooted so it can't be used with a few other traits

Rooted: Can no longer be taken with sedentary and nomadic

Small nerf to violent since it use to have an empire modifier that made it worse and temporary removal of hateful since it currently has an empire modifier that I missed.

Violent: Pop Growth from -7% to -10%

Hateful: Removed

Wasn't expecting to make balance changes so quickly, but I found a glaring fault with competitive that made it better than the cost was worth. The job bonus also applies to unity jobs so it would effectively make it a -5% buff compared to the intended -10%.

Competitive: From -10% unity to -15%

Planetary Gardener Perk - Now increases food production. Last patch had it still have an empire modifier that I forgot to remove. They should all be gone now, but let me know if I missed something.
