Fixed the following major issues on DDS:
1) PDC does not stop shooting after target is gone.
2) PDC having trouble turning to targets when rotor angle is very near to -360 / 0 / 360 degrees.
3) Fixed Exploration tag accidentally set in place, angering the social justice warriors.
