This patch provides a small buff to Arcane Missle (basic attack) damage and a moderate buff to survivability. Yesterday's update also makes it easier to maintain runes. Arcanist is intended to be a highly-mobile, medium range, high-risk/high-reward class. The balance was a bit off - it needed a little bit more reward and notably less risk.

Arcane Missile
-Base damage has been increased by 20% at all levels (rounded).

Arcane Barrier
-Converts an additional 5% of damage taken at all levels.
-Now consumes 2 mana per point of damage (previously 3). This is a significant change.

Arcane Mastery
-The free use of Conversion is now available slightly more often at all levels.

Runes are now easier to maintain:
-Reduced the cooldown of Conversion from 3sec to 2sec
-Reduced the rune decay penalty from 15% to 10% per rune

More balance adjustments:
1. Arcane Missle cost increased from +3/tier to +5/tier
2. Arcane Missle base damage decreased by half
3. Mana cost per damage blocked increased from 2 to 3 (50% more mana taken by mana shield)

1. Teleport's cost reduction is now much slower (5sec down to 3sec, was previously 3sec down to 1sec). This should improve balance while also making the skill feel worth investing in.

Several balance changes (nerfs):

1. Arcane Missile cooldown increased to 0.5 seconds (was 0.4).

2. Unstable Glyph's charge time increased to 4 seconds (was 3) and cooldown has been increased to 4 seconds (was 2), but it still counts down the cooldown while charging. The mana cost has been increased to 100% of base cost per second until fully charged (was 50%).

3. Conversion now has a 3 second cooldown (was 0), consumes 50% life (was 30%), restores 40-70% of mana (was 20-35%), and generates 1 rune per 20% excess mana (was 10%). This makes for a more comfortable/less spammy playstyle while also limiting the previously insane potential of low life builds with life leech. Note that the value of Runes when consumed for mana by Arcane Being has not been adjusted.

4. Conversion now shows the red damage number and blue mana gain number (local client only).

Runes now expire 15% faster per rune. This effect is multiplicative so the fifth rune lasts half as long as the first.
