v2.0 update

- added a special category for Soviet Union expansion - Soviet Union can now:
-- form Kaliningrad (previously didn't have it's own category)
-- form Lithuanian SSR (if controls Vilnus and Lithuania doesn't exist)
-- form Latvian SSR (if controls Riga and Latvia doesn't exist)
-- form Estonian SSR (if controls Tallin and Estonia doesn't exist)
-- formalize border treaty with Poland on Curzon Line (if Poland is a puppet of the Soviet Union or Poland doesn't exist)
-- formalize border treaty with Hungary (if Hungary is a puppet of the Soviet Union)
-- formalize border treaty with Czechoslovakia (if Czechoslovakia is a puppet of the Soviet Union)
-- formalize border treaty with Romania (if Romania is a puppet of the Soviet Union)
-- formalize border treaty with Finland (if Finalnd is a puppet of the Soviet Union or Soviets control the historical 1945 borders)
Above decisions will be always taken by the AI after the end of the war resulting in post-1945 Soviet Union borders heavily reducing border gore.

- added formable Yugoslavia (available as Slovenia, Macedonia, Serbia, Montenegro, Croatia and Bosnia):
-- the decision works differently from others - it doesn't change cores, but rather changes the tag of a nation that forms Yugoslavia therefore allowing the forming nation to use Yugoslavian focus tree

- added formable Greater Hungary + event to unform Greater Hungary
-- in vanilla when Hungary picked Greater Hungary focus it was simply stuck as Greater Hungary - now after picking the focus for the first time it can switch from "normal" to "Greater" and vice versa (when it loses required territory)

- added formable France as Vichy France
-- that was quite painful, but you should now be able to move your capital from Vichy to Paris after axis wins WW2
-- I also blocked this decision if Vichy player has already formed the European Union to avoid the bug

- added event for Germany to reclaim Königsberg (in case where Poland or Soviet Union took it and managed to rename it and then later Germany conquered it again)

- added player only events (the AI won't use them) allowing you to release previously unreleasable nations as puppets:
-- added formable/releasable Slovakia if you control Bratislava
-- added formable/releasable West Germany if you control Frankfurt
-- added formable/releasable East Germany if you control Berlin
-- the West/East Germany and Slovakia weren't available to be released in vanilla outside of events

- added the event chain for Italy and Germany that allows Italian Social Republic to be formed
-- requirement is for Italy to capitulate while being at war with the allies while being at faction with Germany
-- Italian Social Republic event will result in new flag and name for Italy while Germany will occupy southern Tyrol and Venetia
-- Italian Social Republic event chain will end if Italy changes government to non-fascist (so after allies win)

Fixed some more bugs when forming nations - here goes:
- fixed a situation where Nordic Union could form Scandinavia and therefore revert to smaller union
- fixed a bug where it was possible to form United Netherlands as the European Union (when started as Belgium, Netherlands or Luxembourg)
- fixed a bug where it was possible to form United Germany as the European Union (for West and East Germany)
- Roman Empire and the European Union are now exclusive when playing Italy (forming Roman Empire means that you have to unform to form the EU and if you form the EU you will never be able to form Roman Empire - the change was made so that cores can clear up when switching from Roman Empire to the EU)
- fixed a bug for communist China where it was possible to form Soviet China, Accept KMT or change party flag after reforming Republic of China or forming PRC - forming ROC/PRC before 1942 could generate this bug. Now both player and AI will never be able to change their tag after forming either ROC or PRC, as they are meant to be the China's "final form".
