A bunch of small changes, but the major things are:

- Made distinct holy sites for each denomination, making them each more region-specific. Also made forming the USSA harder as a result.

- Made some formable holy orders

- Made a formable anarchist kingdom

- Updated the mod for compatibility.
- Reworked Communal government into a Revolutionary government type, which can revoke titles from basically every other government type.
- Added a Popular Elective succession law, poached from the Forgotten Realms mod. All courtiers and vassals can vote for a successor, while city vassals are heavily favoured. Adopting a Revolutionary government now also institutes Popular Elective.

- Dropped some files (like the adoption decision) so compatibility with future updates hopefully goes smoother.

- Moved everything to its own religion group which will hopefully make future updates smoother

- Added the Anarchist and Liberation Theology heresies, with an opportunity for Marxian leaders to convert once the Party decision is taken.

- Got Communal actually working, and added a decision for feudal rulers to adopt

- Put a demesne cap on the peasant volunteer decisions, the idea being that the more administrative responsibilities you have the less time you have to hold rallies.

- Added a late-game decision to vassalize the new mercenary groups

- Reduced the requirements for the Fifth International to just three holy sites
