Fixed health and blood values not updating in ESP tracker

-Fixed bug with password input parsing * character
-Password prompt is no longer accessible by players without a user group
-Fixed player joined webhook messages not sending
-Added local password cache for lazy admins
-Added server side parameter to disable password security layer, for lazy admins
(vppDisablePassword = 1;) add to your server config to disable password security layer
-Fixed bug with player list in Player Manager showing disconnected players
-Health level of items spawned with ItemManager now correspond to values from GameConstants
