Fixed some issues with the calculations that sometimes caused the global avarage not to be altered.
Due to repeated requests nuclear bombs now do 10% stability damage in relitivation of what they have so that means that they have 50 stability they will lose 5
Sorted out the ocasional adding troops to the enemy bug

Fixed an entry in casualty calculations that would kill your own manpower when the enemy had more than x manpower.

1.04:
Fixed multiplayer incompatability, the values were calculated globally and individually for every player meaning everything would be different for everyone, calculations are now only done by the country that is nuked meaning all players should have the same value.
