Arranged some roaming squads. changed smugglers to actually sorta smuggle. Changed medic guild to Hospitalers. Gave them a presence in T-town. and more squads.

Waystation renamed to Lookout. Added a T-town merc barracks, Police Station, and 2 farmer families. Goat hearders are grazeing the areas, More roaming merc squads.

Fixed Shop keepers not opening.
Apparently I had set the ai fallback for the faction to be "Civilian".. dont do that.
The blood shed from the shopkeepers was hilarious though.
