Redid all unit_sets_to_unit_junctions entries. Again.

Balance:

Increased melee skill for Kingsguard to 55/55.
Changed melee skill for Everguard to 60/60 (was 65/45). Reduced armor by 5.
Increased melee skill of Ironbreaker Halberdiers to 45/65. Reduced armor by 15. Increased HP to 100/model.

Balance:
Decreased base fire rate for Master Thunders to 9.0 seconds.
Decreased accuracy for Fire Bolt Quarrellers by 20%.

Fixes:
Master Thunder calibration stats appropriately reflect their engagement range now. Expect better effectiveness at 200m+ ranges.

Balance:

All 3 turn recruitment times for high elves reduced to 2 turns.
Shielded White Lions recruit time reduced to 1 turn from 2 (why was this ever 2 turns???)
High Elf melee skill stats brought more into line with Firepower
Increased Phoenix Champions' shield value to 70% (from 60%, may be reverted).
Increased Shielded White Lions' shield value to 60% (from 55%)
Tweaked resistances for High Elf units.

Fixes:
Handmaidens of the Everqueen have correct HP value now. Must've corrected the unit size earlier without setting HP to 500/model like I should've.
Changed armor type for Allariele's Everchosen and Pikemen from "body" to "chainmail" (mostly for my own sanity)

Known HE issues:

Griffon riders still seem to underperform for a T5 unit. May reduce requirements later.

Balance:
Reduced decayed ones' armor (halberd reduced to 70, bow reduced to 35)
Reduced siege warlocks armor to 90
Increased Black Guards' charge bonus to 16
Increased decayed ones' (Halberds) base melee defense to 45

Fixes:
Black Guards now use the custom melee weapon that majorspankage made for them, but never assigned. The weapon has been rebalanced for the unit's size.
