Balance:
Skavenslave regiments increased to 240 models (200 for slingers). They are still not going to kill much (if anything), but it should take longer to chew through them.
Clanrats given a slight bump in melee skill.
Stormvermin given a slight bump in melee skill
Council Guard given a noticeable bump in melee skill.
Council Guard given 5 extra HP per model.
Council Guard given a better halberd.

Nerfed gyrocopter grenades severely.
Reduced basic gyrocopter ammo by 3.

Balance:
Slight waywatcher projectile tweaks (reload duration increased, damaged raised slightly, ammo standardized at 15 after testing).
Hawk Riders' HP reduced 25%.
General melee skill pass for all wutelgi and new skaven units. Some low tier units such as unshielded eternal guard should be a bit less useless.
Wutelgi infantry HP more-or-less normalized. Glade Guard, Deepwood Scounts, and Waywatchers are all very fragile now.
Malicious tree spirits are now much more offensively oriented than the original, non-malicious variants, at the cost of combat endurance.

Fixes:
Fixed speed of the Sisters' dragon mount (missed the new dragon entity).

All waywatcher ammo halved.
All waywatcher arrow type damage reduced by ~20%.
Doubled vegetation ignore duration for base waywatchers.

Major overhaul of wutelgi infantry's projectiles.
Added homing to all Waywatchers. Waywatcher RoR now fires an entertaining spread of homing arrows.
Waywatchers regiment size upsized.
Waywatcher cost and upkeep doubled.

Normalized mounted archer damage between elf factions.

Glade Rider Hagbane arrows were using the non-mounted damage profile.
