f'ed something up in hitbox update

-Charged down special now requires 2 magic bars instead of 3.
-Down strong angles changed (70->85).
-Parrying attacks no longer gives a small bit of magic.

-Initial dash, air friction and air acceleration stats have been toned down(7.5->7, 0.7->0.4, 0.45 -> 0.3). Short hop is also lower(6.5->6), but this was more so to make things like back aerial out of a short hop RAR possible.
-All strong attacks have been adjusted so they don't come out as quickly after their charge windows(ESPECIALLY down strong), but they all should have roughly the same amount of startup as before.
-Down strong is active for less frames (6->4).
-Forward aerial has slightly more base hitpause(6->7) and scaling(.25->.35).
-Fixed a thing where you could 'overcharge' neutral special past stage 4. (If I recall this was supposed to be a failsafe for something I included a long time ago but I can't quite remember why)
-The base knockback factor in forward special's 'armor' has been removed, now only being resistant to attacks that deal 5% damage or below. The same applies to charged forward special.
