Added a new turning system for the tanks resulting in better maneuverability and adding neutral turn
Added a convar to make the tanks have 4 wheels instead of 6 to improve performance
Fixed the handbrake of the tanks
Made the tanks use the ApplyDamage function
Tweaked the suspensions
