Fixed bug with the modifiers where cities would provide a nationwide movement speed modifier instead of a local one.

Changed the cost and reward for changing trade goods making the price for choosing one a temporary goods produced malice and the bonus for keeping the trade goods a temporary goods produced bonus.

Also added the city system making provinces of a high enough development into cities. This gives them a modifier and will give them special events in the future.

Also increased the polish in the mod - removing a couple bugs and coding errors
