Protected against provinces that have already changed trade good in events that change the provinces trade good
(Diamond District/ Perfume Industry)
Also stopped provinces that have a special trade good from being changed
(Grand Banks Fisheries, Diamond District after it spawns)
Added trade good event for Prussian blue, mostly made by Dub for BT

Added fortified cities.
This removes the unrest malice and adds -10% cost for that fort. It also makes the attacker have a -1 dice roll malice so it functions the same as a hills province. If the terrain of the province already gave this bonus no extra bonus is given.

Added years of separatism and increased local autonomy in city provinces.

Massively changed the modifiers of the capital buildings to be more inline with what the level 3 capital buildings that are currently being worked on. So currently they might be a bit strong for their price.
Changed the local quarry to affect the whole of the capital state so it is more useful.
Added an option to pay for it over 10 years to help small countries to afford it.
Made it so all the capital events are tied to stability and prestige, this is to reward nations that are doing good but not large nations unfairly (like tying it to the size of the treasury or monthly income).
Those events will fire more often if you are at high prestige and stability from every 150 years at 0 stability and 10 prestige to roughly every 30 years at 3 stability and 95 prestige.
Added an extra fort level to the state of the art capital fort rather than an additional 25% defensiveness

Added chinaware. Available for all Chinese tech group nations and everyone with free trade.
Split paper to before and after printing press. Requirements lowered after printing press and goods produced malice time reduced.
Added some custom tooltips to hopefully add some QoL
Fixed minor bug with cloves locations

Added option to change trade goods to cloves in the spice islands and moluccas so having the islands make coffee is only a temporary setback. The AI will almost always pick this option.

Fixed a bug with a province being selected to change good but never getting the event and so the event would pop up with a different target from the one in described in the event.
Changed to event_province from flags.
