made the alert about using a local config only happen once

Fixed that misplaced line, not sure how it got there to begin with.

Fixed bug with unclaiming.

Fixed crash when founding a mine with a name you already had as an alliance(vanilla bug i've done a workaround to fix)

Added the ability to unclaim so you can mine resources from your asteroid again.(which never used to be necessary but thanks to some update around 1.0 we lost that ability)

Added debuglogging for a specific crash i can hopefully find the problem for
