Changed artifacts to use a continuous conditional instead of "OnBroken", this fixes a semi-rare vanilla bug where an artifact would 'break' inside an artifact container or during a loading transition and not reset to 100 condition properly

Reduced Faraday Artifact shock timer from 15 seconds to 10 seconds
