- Added "Beacon of Liberty" NI for USA so it can no longer be flipped to another ideology.

- Modifier Soviet "Home of the Revolution" idea to prevent flipping them to another ideology.

- Fixed many issues with flags, should now appear properly on saved games.

Changelog:

- No longer possible to revoke foreign lease.

- Democratic Countries should no longer take Comecon aid unless MP aid has been rejected.

- Fixed issue with continuous focus panel hiding focuses in Soviet 1950-1960 focus tree (hopefully finally fixed).
