Update v03.00.0

-New patch note numbering system for all skins based on year
-Fix for wireTerrain and skywires
-Wakes now larger at the front and smaller near the peripheral
-Rings now more prominent (does not mean there are more of them)
-Reduced radial blur for higher graphics setting and added radial blur to lower graphics settings
-New debris textures
-More alterations to the camera
-Slight light changes to Hex Spheres
-New powerpellet mesh that moves!
-Hopefully temporary change to color blocks to make them appear the correct color
-Reduced glowpasses by a significant amount

Skin specific changes:

Rainbowdrive:
-Many color palette changes:
-New names: "Waltz", "Burning Skies", "Nova", "Inferno", "Twilight", "Blizzard", "Magic", "Adrenalin"
-Rework to "Original I guess"; is now called "Magic"
-Minor changes to: "Burning Skies", "Twilight", and "Waltz"
-Hitting "~" during a song will show you what color palette you are using

Hyperdrive 2:
-Made yellow color less bright
-Fixed a bug that was causing track colors to appear incorrectly

Flashdrive:
-Added more depth to blue and green colors
-Fixed a bug that was causing track colors to appear incorrectly

-thegrid now has 4 different alternating forms
-Updated skin images in the workshop
-The new grey blocks are temporary since the only other greys I have are worse than them now. Going to replace them when I have something the fits the skin better.
