The Bretonnian T3 Settlement visual bug is now fixed!

Some balance tweaks too - The Empire's top tier Garrison building (minor) now have some Halberdiers, Khemri's top-tier Walls building (major) now have two units of Tomb Guard with Halberds, and finally The Barrow Legion gets a Banshee with Slippery at the top tier of the Walls building (major) instead of some trash skeleton spearmen.

Fixed a few issues with the Wood Elf & Vampire Counts garrisons, so they should all have the intended units.

I believe I have found the source of the bug!

There's a script in the mod that would have fallen over if it ran on Mortal Empires - but it would only have impacted other script mods that ran under specific circumstances, and only on Mortal Empires, so it was quite hard to find.

Many thanks to Vandy, Mixu & Aexrael Dex for spotting this.

This issue should now be fixed - please let me know if you see anything that suggests otherwise.

Cut Tyrion's extra Spearmen - the Sea Guard are already some of the best defensive troops in the game, he'll be fine.
I've also done some tweaking that may help with the conflicts people have been experiencing.

Major changes:
EVERY playable faction that has settlements is now included.
Fixed some backend stuff that was causing the AI not to priorities garrison buildings.

Minor changes:
Adjusted the Skaven garrisons slightly
Vandy made me a script that changes over any buildings that are present at the beginning of the game.

Did a balance pass:
Reikland have reclaimed their Handgunners for top-tier garrisons & walls, at the cost of some melee units.
Looked at the Dwarves, but they should have a decent ranged offering - even Karak Kadrin have thunderers at T3 Walls.
