~ Fixed a visual bug on endlag frames that caused the first flag to pop up again

~ Biggest Release Hitbox size decreased a little

~ Multihits no longer galaxy (Prevents false galaxies)

- You are now required to use a parachute due to recent government regulations, fly safe!
(The above brings endlag from 18 to 25)
- Air acceleration during parachute has decreased due to budgetary constraints. (0.35 -> 0.25)
+ Brought back attack cancelling after parachute startup (7), should be not as strong due to air accel constraints
+ Firemen Hitstun Multiplier: 0.5x -> 0.6x (to maintain it's use as an offensive tool with endlag increases)
~ Fixed firemen hitboxes having different slightly KB properties (missed a number last time)
