Increased inventory side for the Rotary cannon and adjusted sound volumes for it.

I forgot a few things, added placement restrictions for the CIWS turret and increased the burst time on the Howitzer to what it should have been and not the testing numbers.

Added 3 new weapons.
30mm CIWS Turret, 30mm Rotary cannon, 203mm Howitzer.
Some small balance changes, mostly a buff to small grid damage from the 150mm and 75mm railguns.
Small change to tracer/trail lines that should help with people that got black boxes do to high bloom settings.
Probably other things but this update was a headache so I cant remember!

Reduced uranium costs for railgun rounds.
Reduced shrapnel shield damage for railguns, this should help with railguns being to powerful vs shields. let me know if they are still to strong.
Fixed Discoball Laser not showing up in the G-Menu without searching, it is now in the Northwind tab with the rest of the weapons.

Fix for crashing when 250mm turret pulled ammo.

Fix for missed looping particle effect on Discoball.

Fix and improvement to muzzle flash particle effects.
Fix to bad rotation in the fixed railguns, you will need to place them again.
Adjusted overheating mechanic, railguns will overheat faster but will also cool down faster.
Fixed very slow cool down on Discoball.
Fixed DPS numbers being inaccurate for 75mm and 150mm.
Slightly lowered shrapnel damage.
Slightly decreased accuracy of some turrets.
Fixed lower then intended power usage of all railguns.

Fix for Keen braking my LODs and removed the laser hit particle until I can fix it because again, KEEN!

Big Update.
Added Discoball Laser AMS.
Added Heating effects to railgun turrets and overheating mechanic to all railguns (overheating visuals still need some work and are on turrets only for the moment)
Some small changes to rate of fire on the railguns to balance them with the overheating mechanic.
