1. Now genocidal empires cannot use the mod's functions.
2. Now you need to know the seller to buy a fleet. You cannot buy a fleet from an unknown empire.
3. AI can now refuse to sell a fleet if you have a bad relationship with it.
4. When a player buys a fleet from a player, the seller must first confirm the sale. Or refuse.
