-Fixed a bug where the HUD icons would constantly change after the character is selected when choosing random. When this happens, the 1322 moveset will be given by default.

-Adjusted Dstrong to have proper whifflag: 30f (at all times) -> 20f (30f on whiff)

-FSPECIAL 2 (Burning Dropkick) startup increased: 12f -> 16f
-Burning Dropkick active time decreased: 18f -> 12f
-Burning Dropkick speed increased so it travels the same distance as before, just over a faster period of time.
-Burning Dropkick's endlag on hit no longer allows Mii Brawler to drift forwards.
As a reminder, the angle and endlag on-hit were already gutted in the last patch, and a hitstun multiplier was added. These changes were all made to move BDK towards more of a recovery/utility option instead of a combo tool.

-USPECIAL 2 (Helicopter Kick) max forwards speed reduced: 5.5 -> 5.25
-Helicopter Kick acceleration slightly reduced overall.
-Helicopter Kick final hit base knockback reduced: 6 -> 5.5

-FSPECIAL 3 (Suplex) endlag on whiff lowered: 25f -> 18f
-Suplex final hit base knockback lowered: 10 -> 9
-Suplex final hit hitstun multiplier removed: 0.9 -> 1.0
-Suplex final hit angle adjusted: 115 -> 100
-Suplex final hit damage decreased: 15 -> 11
-Suplex endlag on hit lowered: 23f -> 18f
-Suplex throw animation is slightly faster.
Due to the lack of shields, Suplex providing damage and nothing else ended up being rarely useful compared to the other specials. These changes should make it far more useful and allow potential combos depending on the opponent's DI.

Felt like redistributing some killpower of moves I haven't touched in a while. And nerfing BDK because it isn't supposed to be a useful combo tool.

~Bugfix to the special menu's functionality online. The current version of Rivals may still have some issues but hopefully the menu will at least work now.
