Abilities that added a percentage of base damage as elemental damage now completely convert damage to that element.
Numerous Abilities that were sort of converting damage have similarly been improved. (ie. acid attacks with a fire weapon can now damage robots)
Various lance and cone psi attacks, and All Creation no longer ignore cover.
Hypothermia now does 1 damage to unchilled targets, or up to 4 depending on chill degree.
Icy Burst no longer denies ammo effects.

Fixed Freezing Field not properly giving it's followup ability.

Change Glacial Prision's Damage Type from the nonexistent Bind to Root.
Changed which hook is used to apply animations. the performance boost is unlikely to be noticable tho.
Added Gotcha Redux flags for Freezing Field and Frozen Abyss.

standardized blind effects to all share the same config setting for vision mult. also gave them a Blind damage type.
Blinding Cold cannot be used on targets immune to blind.

Improved icon diversity, especially among cold skills.
