thermal overlay on whole screen fix + more efficeint fps lock for thermals

Huge update

-- Seperate settings tab for scopes
-- Reticle and scope picture movement based on gun movement
-- New cheap scope system like in modern games that is not a pixel mess
-- Post processing effects like chromatic aberration and lense refract effect
-- Actual weapon barrel in RT scopes like in EFT
-- Configurable field-of-view for scopes
-- Thermal scope effects like bloom, sharpness and motion blur
Every effect can be configured or turned off.

Attachemnets modes now can be toggled via flashlight bind (F, "impluse 101"). Enable this in Binds tab.

Shotguns do not start reload every time you press R anymore.

Minor bug fixes.
