- Fix for the settlements set as "please don't do anything" - ie., Karaz-a-Karak, Athel Loren, etc - changing skins
- This will also make Unique Capitals almost entirely work in compat, though there will need to be an update to that mod to add a few new "please don't do anything" settlements
