Important bug fix before riptide: Sawblade didn't get destroyed when you would teleport to it while it was in "parry stun". If you got hit right before the teleport hitbox, sawblade would also not be destroyed, both instances have been fixed

* Specials:
Dspecial [Sawblade]:
Vertical hitbox size of sawblade reduced to match actual size
Horizontal hitbox size of sawblade reduced slightly
Sawblade hitbox changed from square to rounded square
Sawblade hitbox now moves with sawblade better
Sawblade hitbox is now out every frame to allow for easier parries
Sawblade multihits now go away when sawblade explodes at ledge
Sawblade now takes longer to get to max speed
Sawblade multihit angle changed 35 -> 30
Sawblade multihit base knockback decreased 7 -> 6
Sawblade multihit knockback scaling decreased 0.12 -> 0
Sawblade multihit hitbox knockback now scales with speed
Sawblade now has a "prick" hitbox while idling
Parrying sawblade will now put it in a "cooldown" state where it can not be moved and has no hitbox

Dspecial [Teleport]:
Dspecial teleport now has less pratland lag when you hit an opponent, in-turn it is no longer negative on hit
Dspecial teleport hurtbox fixed
During Dspecial teleport saw blade will stop and no longer have a hitbox on sawblade

Fspecial:
Fixed Fspecial glitch where it took longer for the sawblade to turn around than when it began to move
Fspecial (Upwards 3) endlag increased 12 -> 16

Nspecial:
Nspecial frames until fully charged increased 70 -> 100
Nspecial fully charged knockback scaling increased 0.9 -> 0.95
Nspecial fully charged angle flipper changed 8 -> 3
Nspecial fully charged angle is now 50
Nspecial fully charged hitbox size now matches the visual

Uspecial:
Uspecial now slows down your vertical momentum before the vertical boost to help reduce sd'ing


* Strongs:
Ustrong:
Ustrong falling hit now is removed upon landing
Ustrong knockback scaling decreased 1.2 -> 1.15
Ustrong hitbox sizes adjusted to match sprite

Fstrong:
Fstrong extra hitpause increased 0 -> 5

Dstrong:
Uncharged Dstrong damage increased 13 -> 15

Ustrong, Fstrong, and Ftilt vfx changed


* Tilts:
Ftilt:
Ftilt tipper now does slightly more knockback (instead of it being identical to the the arm hit)
Ftilt arm hitbox damage increased 5 -> 8
Ftilt tipper hitbox damage increased 7 -> 10

Dtilt:
Dtilt total damage decreased 11 -> 9
Dtilt finisher knockback decreased 8 -> 5.5
Dtilt finisher knockback scaling increased 0.15 -> 0.6
Bug fixed where you could cancel dtilt parrystun

Jab:
Jab startup increased 3 -> 5
Jab multihits now have uniform knockback


* Aerials:
Nair:
Nair damage increased:
(Body) 5 -> 6
(SS) 8 -> 9

Fair:
Fair multihit and finisher horizontal hitbox sizes reduced


Misc:
Most launchers & kill moves have been given a 10-16 frame hit lockout
Air friction reduced 0.04 -> 0.03
Taunt now has a launcher hitbox at the beginning of the move
