SM heroes are no longer available for orbital deployment due to scaling cost issues.
They can now be built at the hero building alongside other AM heroes.

Added 1 Krak missile launcher to the Imperial bastion to give it a range 3 weapon, making it more useful.

All orbitally deployed units have had their cooldowns changed according to their research tier.
- EX: A tier 4 research unit has a cooldown of 4 turns between deployments.

Fixed the Imperial bastion not receiving the Hunter Killer Missile upon completing the research.
