Removed habitability weights totally, also some other minor changes

After some consideration, I decided not to remove the habitability weights totally, but just significantly lower it.
We will see if lithoid spam is still persistent.
If lithoids still overgrow everyone, I will remove the habitability weights totally.

Habitability preferences are basically disabled now.
Inadequate Lithoid growth should be fixed now.
Some (very little) randomness is returned to make up for the possible snowballing of majority species now.
According to the author of Realistic Demographics - Proportional Pop Growth some randomness is required now to keep some growth of the minority species.

WARNING!
It is highly recommended to install Glavius AI or Starnet AI mod because they implement resettlement mechanic for the AI.
Otherwise AI planets will struggle with low-habitability pops now.
