Adding Addons options:
- Default action for no headgear toggle-able between not allowed (default) and allowing NVG's.
- Custom White lists and Black lists. Format is a Comma separated list (eg. h_hat1,h_hat2)

small update so I dont fuck every mod I don't make a compat for. Will default to allow NVG's for modded items that don't inherit off of something that has the config attribute. More doing this so I don't have to hear people complain that I broke their favourite mod.
