Update auto reactor shutdown circuit when docked to outpost to be more compact and reliable

Extended railgun forward so AI can use it. Updated reactor shutdown ciruit so it shutdown once docked to outpost (and only outpost). Fix invisible medbay hatch. Slightly nerf fuel consumption of reactor to compensate for speed.

Unhide reactor. Nerf normal speed to around 30km/h. At low overdrive, lights now have a chance to flicker.

Disabled reactor upgrades. Reactors values are required to be very specific for the overdrive to work right.
