Fixed bug with Private Industries causing the technician job to not work and improper resource allocation from farmers when using the private industries civic itself

Should be no major issues as all files I overwrote from vanilla have been rewritten but please tell me if anything doesnt work properly as I have NOT changed my civics to fit into the new features added
