- Masterwork was still able to come out with bonus instead of nerf to stealth, lol..... fixt for real this time dagnabbit

Result is it nerfs stealth worse at low qualities, but it's still better than even Blackended chainmail.

- Accidentally gave it a stealth BONUS instead of lowering the penalty. Oops.
