Increased level cap of skill dump to 70

- Added fix for Green Knight showing level and available skill points
- Moved skill dump to position 37 as having it as 63 bugged the display of the level of lords at max level (it was showing 65 when they reached 50)
- Nerfed skill dump to add an extra 1% health every 2 levels
