Added 2 new blockers to starting planet. One has 5 pops inside, the other has a special job that produced a lot of alloys. This should help you play a more peaceful empire without having to conquer the primitive starting planet. The pops inside will not be infected by the plague, and the alloys can help boost you towards building a habitat.

If any pop (for whatever reason) leaves quarantine, they'll be exposed to the plague and possibly get infected. Pop ups provide more information and the clothing for the zombies should be more sinister looking (when they are rampaging).

Polished and updated a bunch of localisation/tooltip information.
Fixed the issue where specialists and rulers were reluctant to go into quarantine. They all spend 30 days unemployed now before getting dumped into quarantine.
