players can now edit chaos timer and hud position

fixed an issue with solo quick revive being unobtainable after "sugar tax"

fixes to weapon giving/changing effects while holding powerup weapons

fixed a glitch with the "old fashioned" effect never finishing

added 15 new effects
removed "cant take the heat" as it was glitched and i couldnt seem to fix it

ui moved up and closer together
fixes to effects that give/modify weapons to wait if plers are unable to perform these actions (e.g. beast mode)
co-op effects only appearing while playing co-op (only from games start with co-op and will remain if players leave causing a solo game)
fixed random gobblegum having no texture on gumball (thanks zeroy)

thanks for any suggestions that made it in, i havent been able to fully look over them so expect more from there
