Halved Military and Naval hegemon prereqs. Since units cost double, total cost will be the same as in vanilla.

After some thought and testing I did decide to lower troops needed per fort level from 3k to 2k. To whomever this offends - just delete the relevant line in rw.defines.lua.

Due to an EU4 bug with variable triggers as described on forums (https://forum.paradoxplaza.com/forum/threads/eu-iv-variable-arithmetic-triggers-causing-multiplayer-desyncs.1452486/), this mod inadvertently caused multiplayer desyncs.

The worakround is now implemented that should stop desyncs, but unfortunately it makes the mod more noisy, which cannot be helped. When disbanding mercenaries there will be two small popups (within next month) stating that mercenaries have been disbanded - and this popup cannot be hidden, unfortunately.

This is a temporary fix until the root EU4 bug is solved.

Fixed a typo giving -50% discipline at no manpower.

* Banners from development is halved
* Banners manpower upkeep is doubled (but still half regular units)
* Lessened -10% no manpower penalty to -5%.

Mercenaries now raise and lower force limit when hired and after disbanded.
