Features:
- 2 new bureaucracy researches
-- Stun Rod Training - allows to hire stun rod trained guards
-- Dog Tazers - allows to hire tazer certified dog handlers

- new weapons

- 2 new guard variants (that dont replace default guards)

- change: all normal guards carry stun rods, but are not stun rod trained by default and thus cannot activate the fingerprint sensor that turns on the stunning component of the stun rod
- change: armed guards will use tazer shotguns
- change: snipers will use tranquilizer rifles and will carry both lethal and sedative ammo on them
- change: riot guards carry stun rods, are stun rod trained and proficient, and also carry tazers
- change: elite ops and soldiers carry pepper rifles

- new object: less lethals weapon rack, can be used in armoury to fit requirement instead of the normal weapon rack
- armoury room has new contraband sources
