Fixed some errors from the previous version and updated all balloon items' tooltips.

Added more specifics to tooltips for Frog Leg, Obsidian Rose, Hermes Boots, Moon Charm, and their tinkers.
Added more "hint" tooltips.
Cleaned up a few tooltips here and there.

Updated many previously-tweaked tooltips for clarity.
Added "hint" tooltips to some progression-related items, such as Guide Voodoo Doll.
Fixed several more errors in vanilla tooltips, and cleaned up some awkwardly worded ones.
