Change Start Bias: River from tier 2 to tier 3, Coast from tier 4 to tier 3.

The New Unique Ability: Culture Bomb adjacent tiles when completing a Harbor. +50% construction speed toward the Dam district, Shipyard and Flood Barrier buildings. Shipyard provides +1 Trade Route capacity. When completing naval units (rather than purchasing or granting for free) in the cities have a Shipyard, gains Gold equal to the unit’s cost (doubles when the city also has a Bank).
The New Leader Ability: +50% production speed towards trader units. For each Trade Routes to foreign cities or from foreign cities, the specialty districts provide yields to you as if they were international destination.
Unique Improvemen Polder (requirement update): Only need 2 or more adjacent passable land tiles (instead of 3).
